A 50-year-old man suffered serious injuries in a San Diego bus accident after he was hit by a tour bus while crossing the street in El Cajon, California, the afternoon of September 4, 2009. According to a 10news report, the man was crossing Harbor Drive at Pacific Coast Highway when he was hit by the bus and dragged about 20 feet, severing his arm. The accident occurred as the bus was turning from westbound Harbor Drive onto Pacific Coast Highway, San Diego police said. The man who lost his arm in the crash was transported to a local hospital.

San Diego Pedestrian Accident Statistics
According to California Highway Patrol's 2007 Statewide Integrated Traffic Records System (SWITRS), there were no fatalities, but 45 injuries occurred involving pedestrian accidents in El Cajon, California. In San Diego County as a whole, 51 deaths and 1,068 injuries were reported as a result of pedestrian accidents in 2007.
Based on this news report, it appears that the bus driver failed to notice the pedestrian crossing at the street intersection. California Vehicle Code Section 21950 states: "The driver of a vehicle shall yield the right-of-way to a pedestrian crossing the roadway within any marked crosswalk or within any unmarked crosswalk at an intersection.” The same section also states that the driver of a vehicle approaching a pedestrian within any marked or unmarked crosswalk “shall exercise all due care and shall reduce the speed of a vehicle or take any other action relating to the operating of the vehicle as necessary to safeguard the safety of the pedestrian."
If the bus driver is found at fault for this injury accident, then both he and his employer--the tour bus company--could be held liable for the victim's serious injuries.
